Establishes a voluntary wolf mitigation account funded by private donations (Sec.1).

Requires state agencies to facilitate private donations in the following ways (Sec.1):

By encouraging a donation when a purchase for a wildlife conservation license is made; and

Donations through the websites of the Department of Livestock and the Department of Fish, Wildlife and Parks.

Requires the Department of Livestock to use the money raised to contract wolf management with the U.S. Department of Agriculture Wildlife Services, including but not limited to flight time, collaring, and lethal control of wolves (Sec.1).
