Title: Repeals the Death Penalty
Vote to pass a bill that repeals the death penalty in the state of Virginia.
Amends the punishments listed for Class 1 felonies excluding capital murder to the following (Sec. 18.2-10a):
Imprisonment for life; and
A fine of no more than $100,000.
Specifies that if an individual convicted of capital murder is above 18 years of age at the time of the offense and found to not have an intellectual disability, then the authorized punishments are the following (Sec. 18.2-10a):
Death, or imprisonment for life; and
A fine of no more than $100,000.
Specifies that an individual 18 years of age or older, convicted of a class 1 felony and sentenced to life imprisonment will not be eligible for (Sec. 18.2-10a):
Parole; or
Any good conduct allowance or any earned sentence credits .
Removes the death penalty for offenses such as (Sec. 18.2-19,22 & 25):
Being an accessory after the fact;
Conspiring to commit a felony; and
Attempting to commit a felony.
