Title: Limits Governor Emergency Declaration Powers
Vote to pass a bill that limits governor emergency declaration powers to no more than 21 days unless extended by the General Assembly.
Amends Article I of the Constitution of Pennsylvania to ensure protections against the denial of equality on the basis of race or ethnicity (Sec. 1).
Requires the Governor specify the nature of a disaster emergency, each area threatened by the disaster and the conditions of the disaster when issuing an emergency declaration (Sec. 1-2B).
Specifies that a disaster emergency declaration can only take effect for 21 days, unless extended by a concurrent resolution of the General Assembly (Sec. 1-2C).
Prohibits the Governor from declaring a new disaster emergency after 21 days have passed, without concurrent resolution of the General Assembly expressly approving the new declaration (Sec. 1-2D).
