Vote to pass a bill that extends aid to small businesses and restaurants to compensate employees.

Highlights:

• Defines “Partial unemployment” as any employment during any week that is less than full-time employment so long as the compensation paid is less than the claimant's weekly benefit rate plus the claimant's partial benefit credit (Sec.1-§ 603).

• Defines “partial benefit credit” as part of the compensation, if any, paid to a claimant with respect to a week for which benefits are claimed under the provisions of [this law] which is not in excess of fifty per centum of the individual's weekly benefit rate, or one hundred dollars, whichever is the greater (Sec. 1-§ 3).

• Defines "Effective week" as (Sec. 523):

• a week during which a claimant performs no services for which the claimant is paid compensation; or

•  a week during which a claimant performs services on a part-time basis for which the claimant is paid compensation that is less than the claimant's weekly benefit rate plus his or her partial benefit credit.

• Requires a claimant to file an original claim during a week that qualifies as an effective week (Sec. 1-§ 4.4).

• Increases the period within which an employer shall not be liable for benefit charges from first 28 days to first seven effective weeks (Sec. 5(2)) 

• Prohibits benefits paid to claimants from being greater than twenty-six times the claimant's weekly benefit rate (Sec. 590 4.)

• Limits the weekly-benefit of a partially employed individual who works a significant amount of hours only one day a week to ¾ of their weekly benefit amount (Sec. 1-§ 9).

• Prohibits individuals from claiming or seeking unemployment benefits in the state of New York, if they are seeking those benefits from any other state under that state’s unemployment compensation law (Sec. 1-§ 16.2).
