Title: Extends Unemployment Benefits Through March

Vote to concur with house amendments further amend a bill that extends unemployment benefits through March using appropriations from the state General Fund.

Highlights:

 

  • Appropriates $109,467,800 for family health services (Sec. 103).

  • Appropriates $145,364,000 for medical services (Sec. 103).

  • Appropriates $278,500,000 for the Department of Labor and Economic Opportunity (Sec. 104).

  • Appropriates $41,766,500 for transportation planning (Sec. 107).

  • Appropriates $52,500,000 for the Department of the Treasury (Sec. 108).

  • Appropriates $40,000,000 for First responder hazard pay premiums (Sec. 152).

  • Appropriates $220,000,000 for the unemployment compensation fund after March 1, 2021 (Sec. 403).

  • Authorizes funds appropriated to the Department of Military and Veterans Affairs to be spent on the following activities (Sec. 451):

    • Coronavirus testing;

    • Protective measures at the state veterans homes; and

    • Providing state match funding for the National Guard coronavirus response mission.

  • Specifies that funds appropriated for the Department of Technology, Management and Budget, coronavirus response activities shall be allocated by the department for coronavirus response activities. Funds may be used to support the COVID-19 office of accountability (Sec. 501.).

  • Extends $1,650 in the employee assistance fund to laid off individuals if they can demonstrate the following (Sec. 551).

    • The applicant is currently furloughed or laid off or was previously furloughed or laid off or has had employment hours reduced due to the gatherings and face mask order;

    • The applicant must indicate the percentage of income that has been lost due to the gatherings and face mask order and grants will be provided to reflect the severity of individual losses;

    • The applicant is a resident of this state;

    • The applicant has, in good faith, been financially negatively impacted by the gatherings and face mask order.

  • Requires the Department of Treasury Shall to provide grants for the payment or reimbursement of first responder hazard pay premiums provided to first responders who have performed hazardous duty or work involving physical hardship related to COVID-19 as described in this section (Sec. 1301).
