Vote to adopt a non-binding concurrent resolution that deplores President William J. Clinton's granting of clemency to members of the Armed Forces of National Liberation (FALN).
- Disapproves of the President's decision to grant clemency to 16 imprisoned Puerto Rican nationals most of whom are members of the Armed Forces of National Liberation (FALN), a Puerto Rican independent group accused of bombing 130 U.S. military and political targets between 1974 and 1983.
NOTE: THIS VOTE WAS TAKEN UNDER A SUSPENSION OF THE RULES TO CUT OFF DEBATE EARLY AND VOTE TO PASS THE BILL, THEREBY REQUIRING A TWO-THIRDS MAJORITY FOR PASSAGE.
