Title: Establishes Automatic Voter Registration
Vote to pass a bill that establishes automatic voter registration.
Defines "Agency" as any state or local agency, department, division, office, institution, or other entity (Sec. 1-1).
Requires for each application submitted to the agency, whether electronically or on paper, that the agency must transmit to the state board of elections a portion of the application that includes voter registration information (Sec. 1-2).
Authorizes a voter to be able to decline to register to vote using an integrated application by selecting a single check box, or equivalent (Sec. 1-10).
Requires the State Board of Elections to promulgate rules and regulations for the creation and administration of an integrated electronic voter registration process (Sec. 1-15).
Requires enrollment to take effect immediately if a voter who registered to vote for the first time or pre-registered elects to enroll in a party (Sec. 3-2).
Requires registered voters or pre-registered voters to vote for the first time at least 25 days before a primary, appear at such primary election, and indicate on the affidavit ballot envelope the intent to enroll in such party (Sec. 4).
