Title: Authorizes Alternative Funding Methods for Public Schools
A vote to pass a bill that authorizes alternative funding methods for public schools.
Defines the "Prescribed annual rate of growth" for an internet or computer-based community school means either of the following:
For a school with an enrollment limit equal to or greater than three thousand students, 15 percent; or
For a school with an enrollment limit of fewer than three thousand students, 20 percent.
Defines "Alternative public provider" as either of the following providers that agrees to enroll a child in the provider's special education program to implement the child's individualized education program and to which the child's parent owes fees for the services provided to the child:
A school district that is not the school district in which the child is entitled to attend school; and
A public entity other than a school district.
Establishes the Autism Scholarship Program (Sec. 1-B)
Restructures a joint vocational school district's aggregate base cost for a fiscal year to be equal to the following sum (Sec. 1-C):
The district's teacher base cost for that fiscal year computed under division (D) of this section;
The district's student support base cost for that fiscal year computed under division;
The sum of this section and the district's leadership and accountability base cost for that fiscal year; and
The district's building leadership and operations base cost for that fiscal year computed.
Restructures the district's classroom teacher cost for that fiscal year as follows (Sec. 1-C):
Determine the full-time equivalency of students in the district's base cost enrolled ADM for that fiscal year that are enrolled in a career-technical education program or class, and divide that number by 18;
Determine the full-time equivalency of students in the district's base cost enrolled ADM for that fiscal year that areenrolled in grades 6-8 but are not enrolled in a career-technical education program or class and divide that number by 25;
Determine the full-time equivalency of students in the district's base cost enrolled ADM for that fiscal year that are enrolled in grades nine through twelve but are not enrolled in a career-technical education program or class and divide that number by 27;
Compute the sum of the quotients; and
Compute the classroom teacher base cost by multiplying the average teacher cost for that fiscal year by the sum computed.
