Highlights:

 

  • Defines “Consumption” as the act of ingesting, inhaling, or otherwise introducing cannabis items into the human body (Sec. 3).

  • Authorizes control and legalization of cannabis in a similar fashion to the regulation of alcohol for adults (Sec. 2.a).

    • the total number of personal use cannabis licenses issued since the distribution of the previous report to the Governor and Legislature, as well as the number for each class of license issued, and 

    • The total number and type of applicants that submitted applications about participation in the lawful operation of cannabis establishments by persons from socially and economically disadvantaged communities, including minority, disabled veterans’, and women’s business licensing and business development in the personal use cannabis marketplace.

  • Requires a cannabis grower or cultivator to meet any public health and safety standards, industry best practices, and all applicable regulations established by the Commission by rule or regulation related to the production of cannabis or the propagation of immature cannabis plants (Sec. 20-5).

  • Requires the commission to adopt rules or regulations restricting the size of mature cannabis plants to grow canopies at premises for which a license has been issued to grow cannabis (Sec. 21-a).

  • Requires a cannabis wholesaler shall have a Class 3 Cannabis Wholesaler license issued by the commission for the premises at which cannabis warehoused and specifies that the commission shall determine the maximum number of licenses, of which at least 35 percent shall be conditional licenses (Sec. 23).
