Highlights:

Appropriates $45 million from the general fund to the department of human services for use by the office of early childhood in the following ways, including, but not limited to (Sec. 2):

$34.8 million for the child care sustainability grant program; and
-
$8.76 million for the emerging and expanding child care grant program.

Specifies that the aforementioned funds shall not be expended prior to July 1, 2021 (Sec. 2).
