• Prohibits juvenile records of a case from being open to the general public starting January 1, 2021, and specifies that a court may only open the records to persons having a legitimate interest (Sec. 28).

• Defines “persons having legitimate interest” as the following individuals, including (Sec. 28):

• The juvenile or the juveniles parent;

• The juvenile’s guardian or legal custodian;

• The guardian ad litem or council for the juvenile;

• The department if related to an investigation of child neglect or child abuse; and

• Law enforcement personnel, a prosecutor or a court of this state.
