Vote to adopt a conference report that authorizes the use of EdChoice in school appropriations in the state budget.

Highlights:

  • Authorizes policies and procedures applicable to all state institutions of higher education that ensure that students can begin higher education at any state institution of higher education and transfer coursework and degrees to any other state institution of higher education without unnecessary duplication or institutional barriers, including (Sec. 1):

    • Developing and implementing a universal course equivalency classification system for state institutions of higher education;

    • Developing an electronic equivalency management tool to assist in the transfer of coursework and degrees between state institutions of higher education without unnecessary duplication or institutional barriers; and

    • Developing a system of transfer policies that ensures that graduates with associate degrees which include completion of approved transfer modules shall be admitted to a state institution of higher education.

  • Establishes that each updated plan shall contain a report prepared by the institution of higher education  regarding the institution's collaboration with other institutions of higher education through an initiative of the chancellor to assist students who have some college experience, but no degree, in earning an associate degree, certificate, or credential (Sec. 1).

  • Specifies that the report shall include information about the institution's efforts to assist students in attaining an associate degree, certificate, or credential while earning a bachelor's degree or using college credit transferred between institutions of higher education (Sec. 1).

  • Establishes that if an agreement is negotiated between the legislative authority and the board to compensate the school district for all or part of the taxes exempted, the legislative authority shall compensate the joint vocational school district within which the property is located at the same rate  and under the same terms received by the city, local, or exempted village school district (Sec. 1).

  • Establishes that an agreement entered into under this section shall require that the enterprise pay an annual fee equal to the greater of one percent of the dollar value of incentives offered under the agreement or $500, provided however, that if the value of the incentives exceeds $250,000, the fee shall not exceed $2,500 (Sec 1).

  • Establishes that the agreement may include as a party the owner of the property exempted from taxation and may include provisions obligating the owner to compensate the school district by paying cash or providing property or services by gift, loan, or otherwise (Sec. 1).
