Title: Prohibits License Revocation as Punishment for Not Following Disaster Declaration

  • Prohibits licensing boards and commissions from levying a civil penalty or denying, suspending, or revoking a license, registration, certification, or permit solely because of action taken by a licensee contrary to the declaration of disaster emergency (Sec. 1).

  • Authorizes licensing boards and commissions to issue, upon request of a licensee, registrant, certificate holder, or permit holder, an advisory opinion concerning the meaning or interpretation of an act or regulation pertaining to the license, registration, certificate, or permit issued by the licensing board or commission (Sec. 1).

  • Prohibits individuals who act in good faith on such advisory opinion from being subject to criminal or civil penalties or any disciplinary action if the material facts are as stated in the advisory opinion request (Sec. 1).
