Title: Authorizes the Restoration of Voting Rights 5 Years After Completion of Sentence for Certain Felonies

Highlights:

 

  • Authorizes persons convicted of crimes to declare eligibility to have their voting rights reinstated as provided by the General Assembly, except if they committed the following crimes (Sec. 2):

    • Treason;

    • Bribery in an election;

    • A sexual or violent offense; or

    • An offense committed against a child.

  • Prohibits persons convicted of any felony offense not deemed eligible for restoration of civil rights from voting unless they have been restored to their civil rights by executive pardon (Sec. 2).

  • Prohibits persons from voting in an election if they are in confinement under the judgment of a court at the time of an election (Sec. 2).

  • Prohibits persons with intellectual or developmental disabilities who have been adjudicated as disabled to vote if their voting rights have not been retained (Sec. 2).
