Title: Establishes Constitutional Amendment to Authorize Legislature More Power Over State Budget
Vote to pass a bill that establishes a constitutional amendment that grants the legislature more power over the state budget.
Exempts budget bills from the standard procedures for passing a bill in the state of Maryland (Sec. 1).
Prohibits the governor from vetoing items in the budget bill except for items related to the executive branch (Sec. 1).
Specifies that any item that the governor vetoes and the legislature fails to override is considered void (Sec. 1).
Prohibits the salaries of elected officials from decreasing during their term in office (Sec. 1).
Specifies that budget bills shall take effect immediately upon its passage from both houses of the legislature, without further action by the governor (Sec. 1).
Requires the total proposed appropriation for the executive department to be less than the proposed appropriation submitted by the governor (Sec. 1).
Specifies that this amendment to the Maryland Constitution will be submitted to the voters at the 2020 general election (Sec. 3).
