Title: Prohibits Suspension of Driver's License for Unpaid Fines

Vote to pass a bill that establishes a payment plan for any outstanding accident-related fines and prohibits the suspension of a driver's license for being unable to pay any of those fines, effective October 1, 2020.

Highlights:

 

  • Authorizes defendants to enter into a payment plan if they are unable to pay outstanding fines, as long as they consent to conviction at the time of agreeing to the plan (Sec. 1).

  • Prohibits the suspension of driver’s licenses under the following circumstances (Sec. 1):

    • A car accident occurs involving a government-owned vehicle;

    • A car accident occurs involving a vehicle operated with its owner’s permission;

    • The insurer was obligated to pay any outstanding fines; 

    • The insurer restructured or liquidated itself before the settlement of a claim; or

    • The defendant is paying installments on a payment plan on time.
