• Requires an electricity service provider have for Class 1 Minimum Electric Renewable Portfolio Standards beginning 2019, be at 9.6 percent, and increase an additional 0.9 percent each year until 2040, at which point will be at 28.5 percent of total Class 1 standards (Sec. 1).

• Specifies that the aforementioned standards shall not apply to megawatt-hours delivered during the contract under any electrical power supply contract entered into before the effective date of this act (Sec. 2).

• Establishes that this act shall take effect 60 days after passage (Sec. 3).
