Title: Training Programs bill
Vote to pass a bill that authorizes three block grants to states for vocational and technological education, for adult education and literacy, and for job training activities aimed at disadvantaged youth.
- Extends appropriations for Basic Vocational Rehabilitation Services programs through fiscal year 2004.
- Stipulates that eligible agencies submit plans for a 3-year period to the state in order to apply for funding in the following 3 areas:
Vocational, Technological and Tech- Prep Education
- Prohibits use of funds to push any secondary student into a specific career path or major.
- Requires the Secretary of Education to establish and publish measures of performance to assess the progress of vocational programs.
- Allows the Secretary of Education to allot additional grant money to states that exceed performance expectations.
Adult Education and Literacy Programs
- Directs the Secretary of Education to reserve a portion of funds for national leadership activities, incentive grants, the National Institute for Literacy, and grants to states.
- Instructs the Secretary of Education to establish performance measures to help assess agencies' progress.
Workforce Investment and Related Activities
- Stipulates that the Secretary of Labor allot money to states for adult employment and training activities, dislocated worker employment and training activities, and youth activities that focus on job skills.
- Promotes establishment of "one-stop-service-system" where all core job services can be found.
- Requires drug testing of all job corps participants.
- Directs random drug tests to be done on all individuals that apply to participate in a training program.
