Title: Authorizes Statewide Absentee Voting
Vote to pass a bill that authorizes statewide absentee voting for the 2020 general election.
Establishes that all eligible Connecticut voters have the option to vote by mail for the 2020 state elections in light of the COVID-19 pandemic (Sec. 1).
Authorizes the Secretary of State to make any changes in printed, recorded, or electronic material (Sec. 3).
Requires municipal clerks to mail an absentee ballot within 48 hours of receiving an application (Sec. 4).
Authorizes municipal clerks to sort all absentee ballots beginning October 20, at 11 AM (Sec. 6).
Requires municipal clerks to deliver all ballots received prior to November 2 at 11 AM, to the registrars at 6 AM on Election Day (Sec. 6).
Authorizes voters to withdraw their absentee ballot before 5 PM on November 2 (Sec. 7).
Establishes that the polls on Election Day will be open from 6 AM to 8 PM (Sec. 10).
Authorizes all voters in line by 8 PM at a polling place to vote past the closing time (Sec. 10).
Requires registrars to consolidate election results by November 7 (Sec. 12).
Authorizes recanvassing officials to conduct a recount if there is no definite victor in a specific precinct 5 days after Election Day (Sec. 13).
