Vote to adopt a Constitutional amendment that mandates a two-thirds vote in both Houses of Congress in order to increase taxes.

Highlights:

Requires a supermajority (two-thirds) vote in both the Senate and House of Representatives to increase taxes once a resolution is adopted.

Permits waiver of supermajority requirement for up to two years if war is declared.

Permits waiver if the U.S. is engaged in a military conflict that poses a serious threat to national security and is declared as such by a joint resolution, which becomes law.
