Highlights:

• Amends the Constitution of Pennsylvania to establish that equality under the law will not be denied to Pennsylvanians on the basis of race or ethnicity (Sec. 1). 

• Prohibits an emergency disaster proclamation by the governor from being in effect no longer than 21 days, unless extended by the General Assembly (Sec. 1). 

• Prohibits the governor from issuing a new disaster proclamation based on the same circumstances without a concurrent resolution from the General Assembly (Sec. 1).
