Title: Repeals Photo Identification Requirement for Voting
Vote to adopt a conference report that authorizes a signed statement in lieu of photo identification in order to vote.
Requires an officer of elections to ask a voter for their full name and current residence address, and the voter may give such information orally or in writing (Sec. 1).
Requires the officer to ask the voter to present any one of the following forms of identification (Sec. 1):
Their voter confirmation documents;
Their valid state license, valid United States passport, or any other identification issued by the state, a locality, or the US;
Any valid student identification card issued by an institution of higher education located within the US;
Any valid employee identification card containing a photograph of the voter and issued by an employer of the voter in the ordinary course of the employer’s business; or
A copy of a current utility bill, bank statement, government-issued check, paycheck, or another government document containing the name and address of the voter.
Requires any voter who does not show one of the forms of identification listed in the above highlight to be allowed to vote after signing a statement, subject to felony penalties for false statements, that they are the named registered voter they claim to be (Sec. 1).
Specifies that the above highlights will be effective prior to the general election on November 3, 2020 (Sec. 1).
