Title: Prohibits Burning Coal After 2022

Vote to amend and pass a bill that prohibits burning coal after 2022.

Highlights:

 

  • Probits the public utilities commission from approving the following after June 30, 2020 (Sec 2):

    • Any new or renewed power purchase agreement that proposes to burn or consume coal to generate electricity; or

    • A modification of a coal power purchase agreement that proposes to extend the term or increase the amount of generation that is allowed to be produced under the existing agreement.

  • Authorizes the Department of Land and Natural Resources (DLNR) to issue or renew a permit to an owner or operator of a covered source that will burn or consume coal to generate electricity; provided that as a condition of the permit, all coal burning will cease on December 31, 2022 (Sec 3).

  • Specifies that after December 31, 2022, the DLNR will not issue or renew any permit to an owner or operator of a covered source that will burn or consume coal to generate electricity (Sec 3).
