Vote to pass a bill that establishes an emergency notification system to alert communities of air quality incidents.

Highlights:

 

  • Requires covered facilities to implement, use, and pay all costs associated with the use of an emergency notification service through which the covered facility will communicate with, and make data available to, the surrounding community regarding the occurrence of an incident (Sec. 1). 

  • Requires covered facilities to conduct outreach to representatives of the surrounding community to discuss methods by which information can be disseminated to the community, methods by which community members can contact the covered facility regarding an incident, and provisions for communications in Spanish (Sec. 1).

  • Defines a “covered facility” as a stationary source that reported at least one of the following amounts for a covered air toxic in its Federal Toxics Release Inventory Filing for the year 2017 or later (Sec. 1):

    • 10,000 pounds of hydrogen cyanide;

    • 5,000 pounds of hydrogen sulfide; and 

    • 1,000 pounds of benzine.

  • Defines an “incident” as the emission by a covered facility of an air pollutant at a rate or quantity that exceeds allowable emissions as a result of anticipated or unanticipated circumstances (Sec. 1).
