Highlights:

 

  • Requires the Speaker of the House and President of the Senate to appoint members of the House of Representatives and the Senate to the Joint Committee on Transparent Policing and Use of Force Reform, and to select its two co-chairs (Sec. 1).

  • Requires all agencies of state government to assist the joint committee in the performance of its duties by providing information and advice to the extent permitted by laws relating to confidentiality (Sec. 1).

  • Requires the joint committee to perform duties, including, but not limited to (Sec. 2):

    • Examining policies that improve transparency in investigations and complaints regarding the use of force by police officers;

    • Examining policies that reduce the prevalence of serious physical injury or death caused by the use of force by police officers, the authorization of use of force under state law, and the disparate impact of the use of force on communities of color;

    • Determining the most appropriate policy for independent review of the use of deadly force by police officers; and

    • Making recommendations for legislation to the committees of the Legislative Assembly related to the judiciary on or before December 31, 2020.

  • Specifies that these provisions will be repealed December 31, 2020 (Sec. 3).
