Title: Prohibits Peace Officers from Using Force by Applying Pressure on Throat or Neck
Vote to pass a bill that prohibits peace officers from using force that impedes normal breathing or circulation by applying pressure on the throat or neck.
Prohibits a peace officer from knowingly using physical force that impedes the normal breathing or circulation of blood by applying pressure on the throat or neck, excepting certain cases as provided in ORS 161.239 (Sec. 2).
Requires the Board on Public Safety Standards and Training to adopt rules prohibiting the training of police officers in using physical force that impedes the normal breathing or circulation of blood by applying pressure on the throat or neck, except if used as a defensive maneuver (Sec. 5).
