Title: Requires the Establishment of Plans to Reduce Homelessness
Vote to pass a bill that requires the Department of Housing and Community Development (HCD) to assist state and local agencies in developing plans to reduce homelessness.
Establishes the Office of the Housing and Homelessness Inspector General (Sec. 5).
Authorizes the aforementioned Inspector General to hold the state, local agencies and cities accountable to their plans to end homelessness (Sec. 5).
Requires the state, local agencies and cities to reduce homelessness in their jurisdiction by 90 percent by December 31, 2028 (Sec. 5).
Requires local agencies to submit a county-level plan to meet annual benchmarks on or before January 1, 2022 (Sec. 5).
Establishes that the Inspector General will use the following criteria to determine taking action on a municipality (Sec. 5):
The number of people experiencing homelessness that are living in permanent housing;
The number of people entering homelessness;
The number of people diverted from the homeless system; and
How consistent actions are with the best practices to combat homelessness.
