Highlights:

Prohibits law enforcement agencies from using tear gas for crowd control except in circumstances constituting a riot (Sec. 1).

Requires law enforcement agencies, before using tear gas in circumstances constituting a riot, to perform the following actions in the order they are listed in (Sec. 1):

Announce the agency’s intent to use tear gas;

Allow sufficient time for individuals to evacuate the area; and
-
Announce for a second time, immediately before using the tear gas, the agency’s intent to use tear gas.
