Vote to pass a bill that establishes and appropriates funds to the California Access to Housing and Services Fund.

Highlights:

 

  • Appropriates $2 billion annually from the general fund to the newly created California Access to Housing Fund (Sec. 1). 

  • Appropriates the aforementioned $2 billion in the following ways (Sec. 1):

    • $1.1 billion to counties and service organizations;

    • $800,000 to cities with a population of 300,000 or more; and

    • $100 million to nonprofit housing developers building homes in unincorporated areas.

  • Establishes that at least 25 percent of a recipient’s funds go to the following services (Sec. 1):

    • Survivors of domestic or sexual violence;

    • Elderly people experiencing or about to experience homelessness;

    • People who are chronically homeless;

    • People that have chronic medical or behavioral conditions who are experiencing homelessness; and

    • People leaving prison who experienced homelessness prior to incarceration.

  • Establishes that at least 10 percent of a recipient’s funds go to serving homeless youth (Sec. 1).

  • Requires recipients to match 25 percent of their allocated funds to an appropriate grant that combats homelessness (Sec. 1).
