  • Prohibits the director from approving and reviewing curriculum and training aids for police academies that include the use of chokeholds, carotid restraints, or any acts that impede the breathing or circulation of blood likely to produce a loss of consciousness as a valid method of restraint (Sec. 1).

  • Prohibits a peace office from restraining an individual by the application of a knee applying pressure to the neck or throat of an individual (Sec. 3).

  • Specifies that any violation of the aforementioned sections will be referred to the county or district attorney for review, and to the Peace Officer Standards and Training Council for investigation (Sec. 3).

  • Specifies that if approved by two-thirds of the state legislature, the bill will take effect upon approval of the Governor, or the date following the constitutional time limit of Utah’s Constitution (Sec. 4).
