Title: Establishes 2020 General Election Procedures

  • Establishes that any eligible voter can register to do so beginning 28 days prior to an election (Sec. 1).

  • Prohibits voters to change their party affiliation at a voting site during a primary election (Sec. 1).

  • Prohibits polling places on Indian nation, tribal or pueblo land from closing, nor can their business hours change, unless the nation votes on doing so (Sec. 1).

  • Establishes that a polling place must be present on an Indian nation, tribal, or pueblo land if residents are unable to leave their territory because of public health concerns (Sec. 1).

  • Requires that mail-in ballots must be postmarked by the 50th day prior to an election (Sec. 1). 

  • Establishes a barcode system for voters to track their mail-in ballot (Sec. 1). 

  • Establishes that voters have until October 20, 2020, to mail their ballot for the 2020 general election (Sec. 1).

  • Authorizes the secretary of health to issue public health orders during the 2020 general election (Sec. 1). 

  • Establishes that this bill takes effect immediately upon passage (Sec. 1).
