Title: Prohibits State Universities from Enacting Limitations on Campus Free Speech
Vote to amend and pass a bill that prohibits state universities from enacting limitations on campus free speech.
Prohibits state universities from restricting any individual’s ability to engage in noncommercial expressive activities on campus (Sec. 1).
Defines “expressive activities” as any lawful verbal, written, audiovisual, or electronic means by which an individual may communicate ideas, including but not limited to (Sec. 1):
Peaceful assembly;
Protests;
Speeches;
Distribution of literature;
Carrying signs; and or
Circulating petitions.
Prohibits state universities from designating “free speech zones” or outdoor areas where expressive activities are prohibited (Sec. 1).
Prohibits state universities from charging security fees to students, student groups, or their invited guests based on the content of their expression or an anticipated reaction to their expression (Sec. 1).
Requires state universities to make public the policies, regulations, and expectations of students regarding free expression on campus in its handbook, on its website, and in its orientation programs (Sec. 1).
