Vote to adopt a conference report that exempts the road test requirement for acquiring a temporary driver's license.

Highlights:

• Requires the Division of Motor Vehicles (DMV) to waive the requirement that an applicant passes a road test in order to attain a Level 2 limited provisional license if the applicant meets all requirements to obtain the license (Sec 1).

• Requires Level 2 license holders who receive a waiver under the law to pass a road test administered by the DMV in order to obtain a Level 3 license (Sec 1).

• Specifies that the above highlights expire on the date that the DMV resumes administering road tests for Level 2 limited provisional license applicants (Sec 1).

• Specifies that students enrolled in a classroom driver education between January and March 16, 2020, in a public school or licensed commercial driver training school, will be deemed to have completed all classroom instruction requirements if the student completed at least 15 hours of their classroom instruction prior to March 16, 2020 (Sec 2).

• Specifies that students who have not completed at least 15 hours of classroom instruction prior to March 16 will be offered the opportunity to take and pass the proficiency examination developed by the Department of Public Instruction to waive classroom instruction requirements (Sec 2).

• Requires that all students enrolled in driver education in the spring semester of 2020 to complete a minimum of six hours of behind the wheel instruction before being issued a North Carolina Driver Education Completion Certificate (Sec 2).

• Authorizes public schools to resume driver education programs in accordance with the Department of Public Instruction guidelines (Sec 2).
