Prohibits any person from selling, giving, furnishing, causing, allowing to be sold, tobacco products, e-cigarettes, or liquid nicotine to a person who has not attained 21 years of age (Sec. 1).

Authorizes persons who have not attained 21 years of age and are employed by a manufacturer, wholesaler, sub-jobber, vending machine operator, sampler, or retailer, to perform the necessary handling of tobacco products, e-cigarettes, or liquid nicotine during the duration of their employment (Sec. 1).
