Title: Authorizes Certain Retail Operations and Construction Sites to Reopen
Vote to pass a bill that authorizes certain retail operations and construction sites to reopen if they follow guidelines recommended by the Centers for Disease Control and Prevention.
Prohibits the Governor from closing retail stores during a declaration of disaster emergency if the retail store (Sec. 1):
Restricts access during a declaration of disaster emergency to one customer in the retail store facility at a time; and
Restricts store operations to one employee in the retail store facility at a time.
Authorizes both for-profit and non-profit corporations to transition to contactless and curbside business operations for the duration of the emergency, and requires them to (Sec. 1):
Comply with the Centers for Disease Control and Prevention’s interim guidance for business and employers to plan and respond to coronavirus disease 2019 (COVID-19) promulgated under the federal public health emergency declared on January 31, 2020, in relation to social distancing and sanitation protocols;
Maintain employees necessary to support the taking of orders through online, telephone, or other means when personal interaction is limited during a transaction if employees adhere to social distancing and appropriate sanitation protocols;
Provide contactless local delivery and curbside pick-up service of online or telephone orders; and
Prohibit cash payments for transactions.
Specifies that any violation of the aforementioned provisions shall result in immediate suspension of business operations (Sec. 1).
Establishes that this act shall take effect immediately upon passage (Sec. 3).
