  • Authorizes the department of revenue to design and implement a remote driver’s license renewal system which may be used through the department’s internet website connection or through self-service terminals available at one or more locations within the state (Sec. 32.300).

  • Defines “qualified air freight forwarder” as a taxpayer who (Sec. 143.441):

    • Is primarily engaged in the facilitation of the transportation of property by air;

    • Does not itself operate the aircraft; and

    • Is in the same affiliated group as an airline.

  • Defines “tube transport system” as a high-speed transportation system, including infrastructure and facilities, in which pressurized pods containing passengers or freight ride or coast upon a cushion of air through magnetic levitation within a reduced-pressure or vacuum tube, propelled by electric power (Sec. 227.600).

  • Prohibits the power of eminent domain from applying to the tube transport system (Sec. 227.600).

  • Prohibits funds from the state road fund from being used for the financing, development, or operation of a tube transport system (Sec. 227.600).

  • Amends the definitions of “all-terrain vehicle”, “recreational off-highway vehicle”, and “utility vehicle” (Sec. 300.010).

  • Requires every person under 26 years of age who is operating or riding as a passenger on any motorcycle or motortricycle upon any highway, to wear protective headgear at all times the vehicle is in motion (Sec. 302.020).

  • Requires any person 26 years of age or older operating any motorcycle or motortricycle who has been issued an instruction permit, to wear protective headgear at all times the vehicle is in motion (Sec. 302.020).

  • Prohibits a political subdivision of the state from imposing a protective headgear requirement on the operator or passenger of a motorcycle or motortricycle (Sec. 302.020).

  • Prohibits any person from being stopped, inspected, or detained solely to determine compliance with this section (Sec. 302.020).

  • Authorizes any qualified motorcycle operator who is 26 years of age or older to operate a motorcycle or motortricycle upon any highway without wearing protective headgear if they, in addition to maintaining proof of financial responsibility, are covered by a health insurance policy or other form of insurance which will provide the person with medical benefits for injuries incurred as a result of an accident while operating or riding on a motorcycle or motortricycle (Sec. 302.026).

  • Requires proof of coverage to be provided, upon request by authorized law enforcement, by showing a copy of the qualified operator’s insurance card (Sec. 302.026).

  • Authorizes the department of revenue to design and implement a secure digital driver’s license program that allows applicants applying for a driver’s license to obtain a secure digital driver’s license in addition to the physical card-based license (Sec. 302.181).

  • Authorizes any resident of the state to elect to have a medical alert notation placed on their driver’s license or nondriver’s identification card (Sec. 302.205).

  • Requires the director to adopt and promulgate rules and regulations establishing a process for applicants with disabilities to request testing accommodations with respect to both the written and driving tests required under this section, and to establish criteria for awarding such accommodations (Sec. 302.720).

  • Establishes the Missouri Automobile Insurance Plan for providing motor vehicle insurance policies to applicants who are in good faith entitled to but are unable to procure policies through ordinary methods (Sec. 303.200).

  • Defines “open-air facility” as any sports, theater, music, performing arts, or other entertainment facility with a capacity of 5,000 people or more and not completely enclosed by a roof or other structure (Sec. 577.800).

  • Establishes the offense of unlawful use of unmanned aircraft over an open-air facility if a person purposely (Sec. 577.800):

    • Operates an unmanned aircraft within a vertical distance of 400 feet from the ground and within the property line of an open-air facility; or

    • Uses an unmanned aircraft with the purpose of delivering to a person within an open-air facility certain specified objects.

  • Exempts certain individuals from the prohibition on the operation of an unmanned aircraft over an open-air facility (Sec. 217.850).

  • Establishes the offense of unlawful use of unmanned aircraft over a mental health hospital if a person purposely (Sec. 577.800):

    • Operates an unmanned aircraft within a vertical distance of 400 feet over the mental health hospital’s property line; or

    • Uses an unmanned aircraft with the purpose of delivering to a person confined in a mental health hospital certain specified objects.

  • Exempts certain individuals from the prohibition on the operation of an unmanned aircraft over a mental health hospital (Sec. 217.850).
