Title: Expands Absentee Voting for the Upcoming General Election

Vote to concur with house amendments and pass a bill that expands the state's absentee vote-by-mail system for the upcoming general election.

Highlights:

 

  • Requires every election authority to mail or email an application for an official vote by mail ballot for the 2020 general election to any elector who applied to vote with an official ballot, no later than August 1, 2020, for the (Sec. 10):

    • 2018 general election; 

    • 2019 consolidated election; or

    • 2020 general primary election.

  • Requires every election authority to mail or email an application for an official 2020 general election ballot to any elector who has registered to vote, or changed their registration address after the 2020 general primary election through July 31, 2020, no later than August 1, 2020 (Sec.  10).

  • Requires an election authority to mail official ballots to any elector requesting an official ballot no earlier than September 24, 2020 (Sec. 10).

  • Requires any elector submitting an application for a vote by mail ballot on or before October 1, 2020, to receive a ballot no later than October 6, 2020 (Sec. 10).

  • Authorizes any elector to apply for an office 2020 general election ballot to be sent to them through the mail by applying through personal delivery, mail, email, or electronically on the election authority’s website (Sec. 10).

  • Requires the election authority, in addition to providing electors with the ballot application, to provide any notices required by law and (Sec. 10):

    • Notice that the elector may complete the application and return it through personal delivery, mail, or email, or can visit the election authority’s URL to request an official ballot; 

    • Notice that upon completion of the application, the elector will receive an official ballot no more than 40 days and no less than 30 days before the election;

    • An explanation that following submission of the application the elector will receive a ballot at their registered address or the mailing address requested by the elector, and that such ballot must be completed and returned no later than election day; 

    • A phone number or email address to contact the election authority if the elector does not receive an official ballot or if the elector has questions; and

    • A website or phone number the elector can use to confirm receipt of their official ballot.

  • Establishes November 3, 2020, a state holiday known as 2020 General Election day and will be observed throughout the state (Sec. 10).
