Highlights:

 

  • Appropriates $40 million for COVID-19 related law enforcement activities conducted in consultation with the attorney general (Sec. 2).

  • Appropriates $1.36 million to the Department of Labor and Industrial Relations for the Pandemic Unemployment Assistance Program (Sec. 3).

  • Appropriates $8.15 million to the Department of Labor and Industrial Relations for information technology, systems, and staffing (Sec. 4).

  • Authorizes the use of funds received by the Department of Labor and Industrial Relations to create positions including (Sec. 5):

    • Three full-time equivalent hearings officers;

    • Thirty full-time equivalent claims assistants; and

    • Nine full-time equivalent auditors.

  • Appropriates $2 million to the Department of Human Services for information technology and systems (Sec. 6).

  • Appropriates $387.18 million to the city and county of Honolulu (Sec. 7).

  • Authorizes the county of Honolulu to access $550.5 million in loan capacity through the Municipal Liquidity Facility program and specifies that the counties of Hawaii, Maui, and Kauai can only access this program via state authorization and application (Sec. 7).

  • Appropriates $80 million to the county of Hawaii and requires the county to coordinate with the Department of Health and appropriate medical and nursing professionals when implementing tracing and testing programs, the mayor to consult with the Hawaii City Council before expending any funds, and monthly reporting on all allocations and expenditures  (Sec. 8).  

  • Appropriates $66.6 million to the county of Maui and requires the county to coordinate with the Department of Health and appropriate medical and nursing professionals when implementing tracing and testing programs, the mayor to consult with the Maui City Council before expending any funds, and monthly reporting on all allocations and expenditures (Sec. 9).

  • Appropriates $28.72 million to the county of Kauai and requires the county to coordinate with the Department of Health and appropriate medical and nursing professionals when implementing tracing and testing programs, the mayor to consult with the Kauai City Council before expending any funds, and monthly reporting on all allocations and expenditures (Sec. 10).

  • Authorizes the Director of Finance to issue instruments of indebtedness in the sum of $2.1 billion for the purpose of the Municipal Liquidity Facility (Sec. 11).

  • Appropriates $36 million to the Department of Transportation for thermal screening programs (Sec. 13).

  • Appropriates $14 million to the Department of Health for outbreak control, contact tracing programs, and  personal protective equipment (Sec. 14).

  • Appropriates $635.99 million to the Emergency and Budget Reserve Fund (Sec. 15).
