Vote Smart's Synopsis:

Vote to pass a bill that establishes the Emergency Crisis Contingency and Safety Net Fund to provide relief to communities impacted by the COVID-19 coronavirus disease.

Highlights:

• Establishes the Crisis Contingency and Safety Net Fund within the office of the Governor to consist of continuous appropriations made and be administered by the Governor’s office (Sec. 2).

• Specifies that money in the Crisis Contingency and Safety Net Fund shall serve the following forms of economic assistance during a state of emergency, including (Sec. 2):

• Housing assistance such as payments to prevent eviction or foreclosure;

• Homeless assistance such as shelter, food, clothing, and transportation;

• Economic assistance for small businesses with fewer than 50 employees, nonprofit organizations, and health care providers; and

• Funding for food bank operations.

• Requires the office of the Governor to notify the president of the senate, the speaker of the house, and members of the joint legislative budget committee on the intended use of the funds in the Fund before spending the money (Sec. 2).

• Specifies that money in the Fund shall be used to supplement and not supplant any money allocated by the federal government for economic assistance during a state of emergency (Sec. 2).
