• Authorizes county legislative authority to impose a sales and use tax without having a proposition approved by a majority of city voters (Sec 1). 

• Prohibits the tax rate imposed by the county from exceeding one-tenth of 1 percent of the selling price for a sales tax or of the value for a use tax (Sec 1).
