Vote Smart's Synopsis:

Vote to pass a bill that establishes paid sick leave for employees affected by the COVID-19 coronavirus disease.

Highlights:

• Requires the following employers to provide employees subject to any quarantine or isolation related to COVID-19 5 days of paid sick leave and unpaid sick leave (Sec. 1):

• Employers with 10 or less employees and a net income greater than $1 million; and

• Employers with 11 to 99 employees.

• Specifies that at the end of the 5 days of paid sick leave, employees shall be eligible for paid family leave and disability benefits (Sec 1). 

• Requires employers with 100 or more employees to provide employees subject to any quarantine or isolation related to COVID-19 at least 14 days of paid sick leave (Sec 1). 

• Requires that employees will return to the same position of employment they had when they began their leave (Sec 3). 

• Specifies that any employees that have been traveling under the following circumstances are only eligible for leave provided by their employer (Sec. 4): 

• Visiting countries that have been given a level two or three health notice from the Center for Disease Control; or

• Travel to that country was not taken as a part of the employment. 

• Specifies that these benefits are not available to employees who are asymptomatic or are able to work while under a cautionary or mandatory quarantine (Sec 13).
