Title: Appropriations Bill FY 96, District of Columbia

Vote to pass a bill that authorizes appropriations for the District of Columbia (D.C.), and creates a scholarship program, among other purposes.

Highlights:

Creates a private non-profit corporation called the "District of Columbia Scholarship Corporation" which: 

  • Awards tuition scholarships to residents of D.C. whose family income is at or below 185 percent of the poverty line.
  • Provides up to $3,000 in tuition scholarships to students whose family income is at or below the poverty line.
  • Provides up to $1,500 in tuition scholarships to students whose family income is between the poverty line and 185 percent of the poverty line.

 

Other provisions of HR 2546: 

  • Prohibits the use of funds and D.C. public facilities to perform abortions, unless the life of the woman is in danger, or in cases of rape or incest.
  • Repeals the Health Care Benefits Expansion Act of 1992 (This act allowed unmarried individuals, regardless of gender, to register as domestic partners and be eligible for D.C. government health care).
  • Prohibits unmarried couples from filing for a joint adoption.

 

Authorizes the appropriation of local, federal, and other funds, including: 

  • $1.85 billion for human support services for fiscal year 1996.
  • $954.11 million for public safety and justice for fiscal year 1996.
  • $789 million for the public education system for fiscal year 1996.
  • $660 million in Federal payments for the District of Columbia for fiscal year 1996.
  • $42 million for the District of Columbia Scholarship Fund for fiscal years 1996 - 2000.
