Title: Repeals State Photo Identification Voter ID Laws

Highlights:

 

  • Requires an individual to present any one of the following forms of identification to be considered a qualified voter (Sec. 1):

    • Their voter confirmation documents;

    • Their valid Virginia driver’s license, passport, or any other identification with or without a photograph, issued by the state, one of its political subdivisions, or the United States;

    • Any valid student identification with or without a photograph, issued by any institution of higher education in the state or any private school in the state;

    • Any valid student identification card issued by any institution of higher education located in any other state or territory of the United States;

    • Any valid employee identification card containing a photograph of the voter and issued by an employer of the voter in the ordinary course of the employer’s business; or

    • A copy of a current utility bill, bank statement, government check, paycheck, or other government document containing the name and address of the voter.

  • Specifies that the expiration date on a Virginia driver’s license will not be considered when determining the validity of the driver’s license offered (Sec. 1).

  • Specifies that any voter not able to show one of the forms of identification specified in the above highlight will be allowed to vote after signing a statement, subject to felony penalties for making false statements, that they are the named registered voter (Sec. 1).

  • Requires any individual required by certain provisions in the Help America Vote Act of 2002 to show identification the first time they vote in a federal election in the state, to present (Sec. 1):

    • A current and valid photo identification; or

    • A copy of a current utility bill, bank statement, government check, paycheck, or other government document showing the name and address of the voter.

  • Requires those choosing to vote through absentee ballots to provide, in the presence of the registrar, one of the forms of identification listed in the first highlight, or to sign a statement, subject to felony penalties for making false statements, that they are the named registered voter (Sec. 1).
