Vote Smart's Synopsis:

Vote to pass a bill that prohibits tobacco products from public school grounds.

Highlights:

• Prohibits all persons from using any tobacco product, alternative nicotine product, or vapor product at all times on or in all property, including a vehicle, that is owned, operated, leased, or contracted for use by a local board of education (Sec. 1). 

• Prohibits any student from using any tobacco product, alternative nicotine product, or vapor product while attending or participating in any school-related student trip or student activity (Sec. 1).

• Prohibits any school district employees, volunteers, and any other individuals affiliated with a school while they are attending or participating in a school-related student trip or student activity and is in the presence of students, from using any tobacco product, alternative nicotine product, or vapor product (Sec. 1).

• Requires each local board of education to implement this act by adopting written policies that prohibit the use of tobacco products, alternative nicotine products, and vapor products, on or before July 1, 2020 (Sec. 1). 

• Specifies that the above-mentioned written policies must include the following (Sec. 1):

• Adequate notice regarding the policy to be provided to students, parents and guardians, school employees, and the general public; 

• A requirement to post signage on or in all property that is owned, operated, leased, or contracted for use by a local board of election, clearly stating that use of tobacco products, alternative nicotine products, and vapor products is prohibited at all time sand by all persons on or in the property; and

• A requirement that school employees enforce the policies.
