Title: Amends Campaign Finance Regulations

Vote to pass an amended bill that amends campaign finance regulations.

Highlights:

 

  • Requires the political treasurer for each candidate and the political treasurer of each political committee to file an itemized statement detailing each contribution received and each expenditure made with the secretary of state, which must include the following (Sec. 5):

    • Under contributions, the statement must include a list of all the contributions received, including any funds or property of the candidate used to cover expenditures, and must list the full name and complete address of each person who contributed an aggregate amount of more than $50 with the amount received listed;

    • Under expenditures, the statement must include the name and address of each person to whom an expenditure was made in the amount of $25 or more, the amount, and the purpose of said expenditure. 

  • Requires the treasurer for a candidate or political committee or ballot measure to file the report as follows (Sec. 5):

    • In the year of the election, filed monthly by the 10th day of each month;

    • For the non-election year, filed annually by January 10th of the following year.

  • Specifies that aggregate contributions made by a corporation, political committee, other recognized legal entity, or an individual for the state legislature, judicial office, or local government office must be limited to $1,000 for a primary election and $1,000 for a general election (Sec. 9).

  • Requires the secretary of state and each county clerk to file in an online database for the filing and publication of all reports required through this act (Sec. 15).

  • Defines “candidate” as an individual who seeks nominations, election, or reelection to public office, and who has taken any of the following actions (Sec. 2):

    • Announced the individual’s candidacy publicly;

    • Filed for public office;

    • Received a contribution for the purpose of promoting the individuals’ candidacy for office; or

    • Made an expenditure, contracted for service, or reserved space with the intent of promoting the individual’s candidacy for office.
