Title: Consolidated Appropriations Act, 2020

Vote to concur with House amendments and pass a bill that appropriates funds to various government agencies.

Highlights:

 

  • Appropriates $168.81 million to the Department of Homeland Security for executive management for operations and support (Division D, Title I).

  • Appropriates $10 million to the Office of the Secretary and Executive Management for Federal Assistance through grants, contracts, cooperative agreements, and other activities, and shall be transferred to the Federal Emergency Management Agency for targeted violence and terrorism prevention grants (Division D, Title I).

  • Appropriates $1.9 billion to the United States Customs and Border Protection for procurement, construction, and improvements, and will be made available as follows (Division D, Title II, Sec. 2019):

    • $1.375 billion for the construction of a barrier system along the southwest border;

    • $221.91 million for the acquisition and deployment of border security technologies, trade, assets, and infrastructure; 

    • $62.36 million for facility construction and improvements;

    • $199.52 million for integrated operations assets and infrastructure; and 

    • $45.67 for mission support and infrastructure. 

  • Specifies that the $1.375 billion appropriated for the construction of a barrier system along the southwest border shall only be available for barrier systems that (Division D, Title II, Sec. 2019):

    • Use:

      • Operationally executive designs deployed as of the date of enactment of the Consolidated Appropriations Act of 2017, such as steel bollard designs that prioritize agent safety; or 

      • Operationally effective adaptations of such designs that help mitigate community or environmental impacts of barrier system construction; and

    • Are constructed in the highest priority locations as identified in the Border Security Improvement Plan.

  • Requires the Chief of the US Border Patrol to (Division D, Title II, Sec. 2019): 

    • Provide a plan to the House and Senate appropriations committees regarding the use of the amounts provided within 30 days of this bill’s date of enactment; 

    • Notify such committees of any amendment to the highest priority locations identified within 5 days of such amendment.

  • Requires the Secretary of Homeland Security to submit an updated risk-based plan for improving border security to the House and Senate appropriations committees and the US Comptroller General, no later than 180 days after this bill’s date of enactment (Division D, Title II, Sec. 2019).

  • Appropriates $355 million for emergency management grants under the National Flood Insurance Act of 1968, the Robert T. Stafford Disaster Relief and Emergency Assistance Act, the Earthquake Hazards Reduction Act of 1977, and Reorganization Plan of 1978 (Division D, Title III).

  • Appropriates $263 million for necessary expenses for Flood Hazard Mapping and Risk Analysis, in addition to and to supplement any other sums appropriated under the National Flood Insurance Fund (Division D, Title III).

  • Appropriates $427 million to the operation and maintenance of the Navy for necessary expenses related to the consequences of Hurricanes Michael and Florence, and the flooding and earthquakes that occurred in the 2019 fiscal year (Division A, Title X).

  • Appropriates $43.75 billion to military personnel in the US Army for pay allowances, individual clothing, subsistence, interest on deposits, gratuities, permanent change of station travel, and expenses of temporary duty travel between permanent duty stations (Division A, Title I).

  • Appropriates $31.71 billion to military personnel in the US Navy for pay allowances, individual clothing, subsistence, interest on deposits, gratuities, permanent change of station travel, and expenses of temporary duty travel between permanent duty stations (Division A, Title I).

  • Appropriates $14.01 billion to the military personnel in the Marine Corps for pay allowances, individual clothing, subsistence, interest on deposits, gratuities, permanent change of station travel, and expenses of temporary duty travel between permanent duty stations (Division A, Title I).

  • Appropriates $215 million for grants to combat violence against women (Division B, Title II).

  • Appropriates $37 million for transitional housing assistance grants for victims of domestic violence, dating violence, stalking, or sexual assault (Division B, Title II).

  • Appropriates $11.5 million for grant programs to (Division B, Title II):

    • Provide services to advocate for and respond to youth victims of domestic violence, dating violence, sexual assault, and stalking;

    • Programs to engage men and youth in preventing such violence; and 

    • Provide assistance to middle and high school students through education and other services relating to such violence. 

  • Appropriates $274 million to the Bureau of the Census for necessary expenses for collecting, compiling, analyzing, preparing, and publishing statistics, provided that these funds be used for promotion, outreach and marketing activities (Division B, Title I).

  • Appropriates $7.28 billion for collecting, compiling, analyzing, preparing, and publishing statistics for periodic censuses, provided that these funds be used for promotion, outreach and marketing activities (Division B, Title I).

  • Appropriates $425 million to the Election Assistance Commission to improve the administration of elections for federal office, including enhancements to election security technologies (Division C, Title V).
