Highlights:

• Appropriates $168.81 million to the Department of Homeland Security for executive management for operations and support (Division D, Title I).

• Appropriates $10 million to the Office of the Secretary and Executive Management for Federal Assistance through grants, contracts, cooperative agreements, and other activities, and shall be transferred to the Federal Emergency Management Agency for targeted violence and terrorism prevention grants (Division D, Title I).

• Appropriates $1.9 billion to the United States Customs and Border Protection for procurement, construction, and improvements, and will be made available as follows (Division D, Title II, Sec. 2019):

• $1.375 billion for the construction of a barrier system along the southwest border;

• Operationally effective adaptations of such designs that help mitigate community or environmental impacts of barrier system construction; and

• Are constructed in the highest priority locations as identified in the Border Security Improvement Plan.

• Requires the Chief of the US Border Patrol to (Division D, Title II, Sec. 2019): 

• Provide a plan to the House and Senate appropriations committees regarding the use of the amounts provided within 30 days of this bill’s date of enactment; 

• Notify such committees of any amendment to the highest priority locations identified within 5 days of such amendment.

• Requires the Secretary of Homeland Security to submit an updated risk-based plan for improving border security to the House and Senate appropriations committees and the US Comptroller General, no later than 180 days after this bill’s date of enactment (Division D, Title II, Sec. 2019).

• Appropriates $355 million for emergency management grants under the National Flood Insurance Act of 1968, the Robert T. Stafford Disaster Relief and Emergency Assistance Act, the Earthquake Hazards Reduction Act of 1977, and Reorganization Plan of 1978 (Division D, Title III).

• Appropriates $263 million for necessary expenses for Flood Hazard Mapping and Risk Analysis, in addition to and to supplement any other sums appropriated under the National Flood Insurance Fund (Division D, Title III).
