Vote to pass a bill that prohibits municipal governments from passing ordinances and regulations relating to single-use plastic straws.

Highlights:

 

  • Requires counties and municipalities to address the contamination of recyclable material in contracts for the collection, transportation, and processing of residential recyclable material, with the following considerations (Sec. 1):

    • A residential recycling collector is not required to collect or transport contaminated recyclable material;

    • A recovered materials processing facility is not required to process contaminated recyclable material; and

    • Each contract regarding residential recycling collection or transportation, and each request for proposal or other solicitation for the collection of residential recyclable material, must define the term “contaminated recyclable material”. 

  • Prohibits a county, a municipality, or other local government entity from adopting or enforcing an ordinance or local regulation regarding single-use plastic straws, until July 1, 2024 (Sec. 3).

  • Requires the Office of Program Policy Analysis and Government Accountability to conduct a study of each ordinance or regulation restricting or prohibiting the use of single-use plastic straws (Sec. 3).
