Highlights:

 

  • Establishes the Per-and-Polyfluoroalkyl Substances Remediation Program to be administered by the Pennsylvania Infrastructure Investment Authority (PennVEST) (Sec. 3).

  • Specifies that the program is meant to remediate the presence of per-and-polyfluoroalkyl substances (PFAS) in drinking water which are not related to the presence of a former military installation (Sec. 3).

  • Requires qualified municipalities to submit an application in order to receive benefits from the program (Sec. 3).

  • Specifies that the program shall be administered using funds made available to PennVEST (Sec. 3). 

  • Establishes the Military Installation Remediation Fund, which will contain restricted accounts for each former military installation (Sec. 3). 

  • Specifies that the money in the restricted accounts shall be used to offset any costs imposed on customers of a water provider relating to the removal of PFAS in drinking water due to the presence of a former military installation (Sec. 3). 

  • Specifies that transfers to a special fund under this act shall not exceed 500 percent of the local taxes designated to the municipality during the year (Sec. 3). 

  • Specifies that an approved application under this section shall be in effect for a period no later than 30 years from its effective date (Sec. 3).
