Title: Appropriates State Funding for a Cybersecurity Development Initiative
Vote to pass a bill that appropriates state funding for the Department of Information Technology and information technology projects.
Appropriates $67.42 million to the Department of Information Technology for the 2019-2020 fiscal year (Sec 1.2).
Appropriates $68.95 million to the department for the 2020-2021 fiscal year (Sec. 1.2).
Authorizes directed grants to be made annually, quarterly, or monthly to non-State entities at the discretion of the Director of the Budget (Sec. 1.4).
Specifies that directed grants may only be used for nonsectarian and nonreligious purposes (Sec. 1.4).
Requires that the funds appropriated in this act be used as follows (Sec. 2.1):
$2.50 million in recurring funds for the fiscal years of 2019-2021 to the NC HealthConnex program;
$1.04 million in recurring funds for the fiscal years of 2019-2021 to the upgrade of statewide cybersecurity capabilities;
$1.5 million in recurring funds for the fiscal years of 2019-2021 to the expansion of the state’s integrated criminal justice data system;
$10.00 million for each fiscal year from 2019-2021 to the department to provide a directed grant to Montreat College for the Cybersecurity Regional Training Center.
Increases the amount appropriated to the IT Reserve Fund by $750,000 for each fiscal year from 2019-2021 for the NC Outcomes Longitudinal Data System (Sec. 2.3).
Exempts the procurement of cybersecurity and infrastructure security products from the requirements of competitive bidding (Sec. 3.2).
Appropriates $7.64 million for the 2019-2020 fiscal year and $42.36 million for the 2020-2021 fiscal year to the Office of the State Controller to develop the Statewide ERP information technology project (Sec. 4.1).
Appropriates $12.00 million for the 2019-2020 fiscal year and $35.07 million for the 2020-2021 fiscal year to the Department of Public Instruction for the implementation of a School Business System Modernization Plan (Sec. 4.2).
