Title: Amends Labor Law Concerning Public Employee Collective Bargaining
Vote to concur with Senate amendments and pass a bill that expands the rights of workers through collective bargaining by addressing authorizations and revocations, certifications, and the authority to deduct and accept union dues and fees.
Requires that representatives of employee organizations have the right to bargain (Sec. 3).
Requires employers to acquire authorization from employees in order to deduct membership dues from the employee’s salary (Sec. 5).
Authorizes employees to self-organization, to form, join, or assist employee organizations, to bargain collectively through representatives of their own choosing, and to refrain from any or all of these activities (Sec. 4).
Defines “employee organization” as any organization which includes academic employees of a college district as members and which has as one of its purposes the representation of the employees in their employment relations with the college district (Sec. 2).
Specifies that public employers and employee organizations are not liable for any claims or actions for requiring, deducting, receiving, or retaining agency or fair share fees from public employees (Sec. 1).
Requires the Public Employment Relations Commission to determine the details of bargaining representation (Sec. 7).
Requires employees to provide authorization to deduct membership dues from their salary to the exclusive bargaining representative (Sec. 9).
Requires employers to end, within two payrolls after confirmation, the deduction of membership dues should they receive notice from the exclusive bargaining representative that the employee has revoked authorization (Sec. 9).
